This is a germany vector map you can zoom and scroll with an implemented scrolling and zoom tool like google map style. You can simply change the border an fill color of the federal land in a XML file. You can also use other vector maps by changing the map Movie Clip in the open fla File and use the scrolling and zoom as3 functions (classes). You can upgrade the map functions by changing code in the AS3 classes. Enjoy!
